Uganda’s Promising Upward iGaming Trajectory

Uganda’s iGaming scene is experiencing a boom, with the industry’s expansion driven by increased internet access, the widespread use of mobile betting platforms by a digitally savvy population, and a growing fascination with online entertainment.  

Traditionally known for its breathtaking landscape and vibrant culture, the East African nation, with a population of over 48 million, has rapidly become a growing iGaming market with sports betting and online casino games leading the charge. 

Uganda’s Regulatory Framework

The Ugandan government has, in recent years, been actively reforming its regulatory framework, adopting digital licensing applications and subscription tax structures to improve its oversight and compliance. 

The National Lotteries and Gaming Regulatory Board (NLGRB), which oversees iGaming in Uganda, has been instrumental in formulating these digital reforms and streamlining the sector, while also introducing responsible gambling practices and preventing the misuse of the sector for illegal purposes. 

Developments in legislation, such as the proposal introduced on March 25th, which, starting in the 2025/26 financial year, requires all betting and gaming deposits and payouts to be processed through a centralised platform licensed by the Bank of Uganda, reflect the government’s commitment to transparency. 

The iGaming Market: An Overview

Uganda’s iGaming industry is on a consistent upward trajectory, primarily due to improved compliance, increased digital penetration and a growing number of players accessing online gambling platforms.

Here are some interesting figures: 

• Annual gaming revenue rose from Shs 50.6 billion in 2019/20 to Shs 323 billion in 2024/25, over a sixfold increase.
• Industry turnover grew from Shs 500 billion to Shs 8 trillion in just 3 years, signalling stronger compliance and formalisation. 
• Total player payouts (in the 10 months to April 2025) totalled Shs 3 trillion ( approximately $830 million) according to NLGRB reports.
• The sector reflected an annual growth rate (CAGR over the last 4 years) of 25.3% as reported in the Government Budget.
• There are currently 45 licensed operators in Uganda engaging an ever-increasing number of players, according to the NLGRB database.

Most Popular iGaming Verticals

Sports betting, particularly betting on football, is the predominant vertical in Uganda’s thriving iGaming industry, reflecting the country’s deep-rooted passion for the Premier League, La Liga and the local Soccer leagues.

A close second is the online casino sector, which has seen significant growth in recent years. Slots, especially mobile-optimised titles, attract young players looking for an exciting and entertaining gaming experience.

Classic table games like blackjack, roulette and poker variations also remain popular, particularly among players who enjoy strategic gameplay.

A noteworthy trend has also been the rise in popularity of live dealer formats, which offer a hybrid of digital convenience and the immersive experience of traditional casinos.

Lotteries Haven’t Lost Their Lustre:

While not as dominant as they once were, lottery games maintain some appeal, supported by government efforts to promote the segment. The relaunch of Uganda’s national lottery in 2024 introduced new digital participation and community-driven jackpot schemes, broadening access and trust in the lottery system.

Player Demographics

Ugandan gamblers are predominantly aged between 18 and 35 (approximately 84%), reflecting the country’s youthful population. This group is tech-savvy, gravitating towards mobile betting and engaging gaming experiences.

Overwhelmingly male, but with increasing female participation, their preferences drive operators to tailor their offerings, and as the iGaming industry evolves, understanding these player demographics is crucial to the sustained growth of the sector.
