The NLGRB has joined forces with prosecutors and the judiciary to strengthen Uganda’s regulatory process. They plan to work together to rid the country’s rapidly growing gambling industry of unlicensed gaming operators.
Unlicensed operators in Uganda’s gambling industry pose a significant challenge to the country’s regulatory authority, as well as a risk to consumers, which undermines the integrity of the market.
To counter the threat posed by illegal operators, Uganda is taking decisive action to ensure the safety of players’ personal and financial information. They are embracing the challenge and taking control to ensure that established norms of responsible gambling are adhered to and that the good standing of the industry is not tarnished.
Uganda’s fight against illegal gaming has entered a new phase. The National Lotteries and Gaming Regulatory Board (NLGRB) has joined forces with the Judiciary and the Office of the Director of Public Prosecutions(ODPP).
These two regulatory bodies are working together to eradicate unlicensed operators and regain control in one of Africa’s fastest-growing gaming markets.
This partnership shows determination and marks a decisive shift in Uganda’s approach to curbing illegal gambling by providing a new unified way forward to enforcing gaming laws.
During a recent summit in Kampala, senior officials from the three key institutions reached an agreement on launching a joint framework to ensure legal, judicial and regulatory powers are harnessed under one coordinated initiative.
The plan will include the creation of dedicated gaming courts, joint training programmes for judges and prosecutors, upgraded intelligence cooperation and sharing between relevant agencies and law enforcement.
The agreement also includes nationwide awareness campaigns to promote responsible gambling and encourage consumers to only engage with licensed casino and sportsbetting platforms.
NLGRB CEO, Denis Mudene Ngabirano, said the partnership was “a vital step toward sustainable regulatory progress” and reflected the country’s growing commitment to entertainment within the bounds of the law.
Another campaign worthy of mentioning is #MashineHaramu. Uganda’s gaming sector has for many years battled the influx of unlicensed slot operators targeting rural communities with illegal slot machines, which they installed in bars or kiosks.
The #MashineHaramu campaign plays an important role in addressing the issue, with the crackdown resulting in law enforcement seizing and destroying over 6,000 illicit slot machines in 2025.
The initiative is expected to gain momentum following the partnership with prosecutors and the courts. Offenders will face stiffer penalties, and licensed operators are set to benefit from a legal market.
The involvement of the judiciary is expected to strengthen the regulatory process, with Chief Magistrate Gladys Kamasanyu of the Standards, Utilities and Wildlife Court describing the participation of the courts as a crucial link in the chain.
Kamasanyu emphasised the need for judicial education and ongoing training to keep up to date with evolving gaming laws. It’s also to ensure that cases are handled efficiently and fairly, and delays that have historically hindered the regulatory process are reduced.
By working in tandem, the partnership between the NLGRB, the judiciary, and prosecutors will build public trust in the industry, boost legitimate operators’ revenues, and secure the economic rewards that will benefit Uganda in the future.
